Data Empowers the COVID-19 Vaccination Effort

Vaccinations in Dallas

As the City of Dallas began to administer COVID-19 vaccinations, a collaborative effort between the Dallas Fire-Rescue Department (DFR), the Office of Emergency Management (OEM), and the Office of Data Analytics and Business Intelligence (DBI) made it possible to collect, analyze, and present vaccine dose counts and demographic data of those who received the vaccine from the City.
Collaboration between the City of Dallas departments enabled data to be collected and accessed which allowed the City to provide transparency and insight into the vaccination administration program.

Near Real-Time Operational Dashboard

When DFR began administering vaccines at Kay Bailey Hutchison Convention Center, the Enterprise GIS (EGIS) team, within DBI, created an online survey (via ArcGIS Survey 123) that assisted with smart data collection and replaced error-prone paper-based data collection with a more reliable data collection process via mobile devices. The digital survey was given to people to fill out during the 15-minute post-vaccination observation period. The survey requested vaccine recipients to enter demographic data (age, race, ethnicity and gender), and their ZIP code of residence. The data from this survey was then fed directly to a dashboard application that provided DFR with detailed, near real-time information on the city’s vaccination recipients. Public Facing Tableau Dashboard

Using the data provided by the EGIS team, DBI analysts created a public facing Tableau dashboard to provide Dallas residents and leaders with insight into the City’s vaccination program. As vaccinations began to be administered through additional channels on behalf of the city (Methodist Dallas Medical Center, The Potter’s House, DFR’s in-home vaccination program, and pop-up clinics), DBI collected vaccine dose counts and demographic data from DFR and OEM and integrated the data into the public facing dashboard. (The dashboard is embedded below and is fully interactive. Parkland Center for Clinical Innovation (PCCI)

The City of Dallas and Dallas County utilized PCCI's Vulnerability Index and Proximity Index to use a data-driven approach to prioritize vaccination candidates.
PCCI uses several factors to assess an area's vulnerability to COVID-19 infection. These factors include: confirmed positive cases, comorbidities, age, Area Deprivation Index, and lockdown adherence.

Vaccinations Across the State

DBI also created a Tableau dashboard to monitor the vaccination effort across the entire state of Texas by county using vaccination data collected from the Texas Department of State Health. The dashboard monitors total doses administered, the number of people who have received at least one dose, the number of people who are fully vaccinated, and demographic details of people who have been vaccinated. Using population data collected from the U.S. Census Bureau, DBI provides the percent of the population who have received at least one dose and the percent of the population who are fully vaccinated on the dashboard. At any given time the percent of people who have received at least one dose is higher than the percent of people who are fully vaccinated. This is primarily due to the time lag between the first and the second vaccine dose; although, other factors influence this as well. 
Detailed data for each county and for ZIP codes associated with the county can be seen by hovering over the county in the map. Clicking a county in the map will filter the dashboard.
